Ahead of 2027 general election, the Independent National Electorl Commission INEC, has assured that the newly assented National Identity Management Commission Act 2026 will help end identity theft, impersonation and duplication in Nigeria’s voter register ahead of the 2027 general elections.

INEC Chairman, Prof. Joash Amupitan, stated this on Wednesday during a working visit by the management of NIMC led by its Director General/CEO, Engr. Dr. Abisoye Coker-Odusote, to INEC headquarters in Abuja.

Prof. Amupitan described the new law as the birth of “a sovereign digital authority” that goes beyond registration to cover the entire digital economy, from commerce to land titles and elections.

“I welcome warmly management staff, technical staff, CEO of NIMC, as well as our own. When he said that a new national identity, digital identity has been born,” the INEC Chairman said.

“But the new act that has just brought NIMC, not just as a registration identity model, but into a sovereign digital authority that encapsulates every aspect of life… even land title now. Because I recall there was a time when we were talking about digital land title, which has never been possible in this country.”

Prof. Amupitan noted that INEC has for years struggled with issues of identity fraud in the electoral process.

“Our dear DG and CEO, national commissioners, you know how we have patched the issues relating to identity. Because when you talk of the identity of a person, identity can easily be stolen. Identity can easily be impersonated. Identity can easily be duplicated,” he said.

He said the new digital-focused Act, signed 20 years after the analogue 2007 law, provides the legal foundation to tackle those problems.

“With this new mandate… it will be easier for us to detect several cases of duplications in our register. And with the technology you are also using, it is also going to be possible to fish out some people who are impersonating and stealing other people’s identities.”

The INEC boss commended NIMC’s leadership for accelerating national identity enrolment, saying the Commission has now become “the reliable anchor of the country’s evolving digital population infrastructure.”

He disclosed that INEC will leverage NIMC’s biometric database to “continuously audit, verify, and eliminate duplicates” and will allow citizens to use existing NIN credentials for online voter registration and PVC replacement.

“Crucially, to expand access… we have officially decided to allow anyone and everyone to register for the PVC online as a student. And through this service, we are also going to allow people whose PVCs have been defeated, been destroyed… to have access to PVC applications,” he said.

Prof. Amupitan added that with the new Act, a printable PVC backed by NIN can be issued if reported 90 days before an election, to ensure “nobody is going to be disenfranchised.”

He also flagged the need for both agencies to develop protocols around Artificial Intelligence to protect the integrity of data systems.

In her remarks, NIMC DG/CEO, Engr. Dr. Abisoye Coker-Odusote, said President Bola Ahmed Tinubu assented to the NIMC Act 2026 on June 26, 2026, ending almost two decades of operating under an outdated law.

“It’s been a long time coming.. And now we have been strengthened as an institution with the new Act… to ensure that NIMC is cemented as the foundational identity for Nigeria,” she said.

Dr. Coker-Odusote announced that under the new law, NIMC is now also the home of Nigeria’s Digital Public Infrastructure and the Root Certification Authority for Public Key Infrastructure, PKI — “which is basically digital trust.”

“As our sister agency, INEC, we all handle data in our various ways. We are here to deepen that collaboration… The public key infrastructure will further strengthen the electoral system that you have at the moment,” she stated.

She said identity remains “the bedrock of foundation for any effective governance, for any election planning” and pledged NIMC’s full support to deliver “a fair and transparent election” for Nigerians.

Director of Strategic Programs Office, NIMC, Dr. Alvan Ikoku, who gave a technical presentation, said the 2026 Act transforms NIMC “from a database custodian to Nigeria’s foundational digital authority.”

“By this, NIMC now moves from identity storage to digital trust. From record management to national digital infrastructure. From identity issuer to a national trust actor,” Dr. Ikoku explained.

He said the biggest institutional change is NIMC’s designation as Nigeria’s Root Certification Authority — the nation’s highest authority for digital trust — enabling it to issue digital certificates and support secure digital signatures.

“The Act reinforces the principle of one person, one identity, one number, and by extension, one trusted digital ecosystem. This simplifies service delivery, eliminates duplication, reduces fraud,” he said.

Dr. Ikoku added that the Act provides legal backing for Digital Public Infrastructure built on three pillars: digital identity, digital payment, and trusted data exchange. He said this will strengthen cybersecurity, financial inclusion, ease of doing business, and Nigeria’s participation in cross-border digital trade under AfCFTA.

Both agencies agreed to have their technical teams work immediately to integrate systems and maximize benefits before 2027.

Prof. Amupitan noted that with over 100 million NINs already in the NIMC database, the cost of printing and maintaining an outdated voter register will reduce significantly.

“We look forward to meeting you at NIMC. To see how we can help those people,” he said, referring to cleaning up deceased voters from the register.

The meeting ended with both parties expressing optimism that the collaboration will usher in “the next phase of digital evolution in Nigeria.”

Diri Laments Oil Production Effects, Inaugurates 18-Member C’ttee For Cancer Treatment Centre

Bayelsa State Deputy, Gov.Dr. Peter Akpe(middle) flanked by committee members

By David Wei,Bayelsa

Governor of Bayelsa State, Senator Douye Diri, has described as unfair and unacceptable the situation whereby communities in the state which bear the cost of the nation’s wealth are left without the care they need to remain healthy and productive.

Governor Diri stated this at the weekend while inaugurating an 18-member steering committee for the establishment of the Bayelsa Cancer Treatment and Research Centre at Government House, Yenagoa.

Represented by his Deputy, Dr. Peter Akpe, the Bayelsa helmsman noted that cancer “is no longer a distant disease in communities around the state, due to decades of oil pollution with serious long-term health consequences on the people.”

According to him, breast, cervical and prostate cancers have become quite rampant among the populace, resulting in deaths even among young people in their most productive years, thus necessitating the establishment of the centre.

His words: “Let me begin with the plain truth: Cancer is no longer a distant disease in our communities. Almost every family in this hall has a story: a mother diagnosed too late; a brother who traveled to Lagos, Abuja or abroad and spent everything they owned on treatment.

“Breast, cervical and prostate cancers in particular are taking our people in their most productive years. Too many of these deaths are not because the disease cannot be treated, but because treatment was too far away, too expensive, or came too late.

“In Bayelsa, we carry an additional burden. Decades of oil pollution have left their mark on our land, our water, and we fear, on the health of our people. The Bayelsa State Oil and Environmental Commission Report of 2023 raised serious concerns about the long-term health consequences of that exposure.

“We will not accept a situation where our communities bear the cost of the nation’s wealth and are then left without the care they need. Therefore, a cancer treatment centre in Bayelsa State is not a luxury; it is a matter of health justice.”

Highlighting the terms of reference for the committee, Governor Diri charged the chairman and members to make an empirical assessment of the cancer burden in the state, as well as recommend the most suitable location for the centre, equipment, infrastructure, partnerships and financing options, amongst others.

He also charged them to plan for the requisite and competent manpower, maintenance, training, accessibility to the facility and steady supply of drugs and consumables, noting that they were chosen on account of their competence and years of experience.

In his acceptance speech on behalf of the steering committee, the Chairman and Commissioner for Health, Prof. Seiyefa Brisibe, expressed gratitude to the governor for finding them worthy to work for the establishment of a world-class cancer centre in Bayelsa.

Prof. Brisibe, noted that setting up of the committee underscores the unwavering commitment and seriousness the Douye Diri Administration attaches to the health and well-being of the people of the state.

He said the burden of cancer in the state is a reality with huge economic and health burden on families and could no longer be managed with half measures, which informed the careful selection of members with the required expertise.

According to him: “First of all, let me appreciate, with deepest gratitude, on behalf of the members of this steering committee, His Excellency the Governor of Bayelsa State, Senator Douye Diri, for his unwavering commitment to the health and well-being of all Bayelsans.

“It is visionary leadership and decisive mandate that have brought us to this inauguration today. The burden of cancer on communities is a reality that we can no longer afford to manage with half measures.

“Families in Bayelsa endure the excruciating financial, physical and emotional toll of travelling outside the state and often outside the country, just to access basic diagnostic and therapeutic cancer care. This will end with the mandate for the work we are about to begin.”

Members of the steering committee include Dr. Jones Stow, Prof. Jumbo Johnbull, Dr. Boboye Ifie, Dr. Oluwadare Marcus and Dr. James Omietimi.

Others are Dr. Ebikapaye Okoyen, Dr. Ngowari Torunana, Mrs. Beatrice Olomiete, Hon. Kingsley Kuku, Dr. Ibimonye Porbeni and Mr. Nimifagha Esindu.

Also to serve on the committee are Prof. Kelvin Kiridi, Dr. Timipa Peregha-West, Magdalene Alabinte, Prof. Beleudanyo Fente, Dr. Elizabeth Obiorah and Dr. Embeleakpo Apere.
