{"id":12572,"date":"2026-04-09T03:54:46","date_gmt":"2026-04-09T03:54:46","guid":{"rendered":"https:\/\/dailyechoes.ng\/?p=12572"},"modified":"2026-04-09T03:54:46","modified_gmt":"2026-04-09T03:54:46","slug":"managers-of-gas-turbine-to-be-unveiled-soonsays-bayelsa-state-govt","status":"publish","type":"post","link":"https:\/\/dailyechoes.ng\/index.php\/2026\/04\/09\/managers-of-gas-turbine-to-be-unveiled-soonsays-bayelsa-state-govt\/","title":{"rendered":"Managers of  Gas Turbine To be Unveiled Soon,Says  Bayelsa State Govt"},"content":{"rendered":"<p>By David Owei,Bayelsa <\/p>\n<p>Bayelsa State Government has disclosed that in the next three weeks Bayelsans will be told who will manage  the Gas Turbine built by the Prosperity Administration.<\/p>\n<p>Speaking on Tuesday in Yenagoa during a stakeholders meeting, Roseline Dressman, the Director General of Bayelsa State Electricity Regulatory Agency maintained that electricity challenges facing the state will soon be a thing of the past maintaining that the Gas Turbine built by the  Prosperity Administration will solve the problem of epileptic power supply in the state.<\/p>\n<p>Revealing that the state had suffered from  a very serious, distinct, specific problems\u00a0when it comes to electricity supply, Dressman said that the state was  happy to take over the electricity market.<\/p>\n<p>Assuring that  Port Harcourt  Electricity  Distribution Company will not be responsible for managing the new Gas Turbine, Dressman  said &#8221; I  will assure you it&#8217;s not PHED that will handle it.<\/p>\n<p>Answering more  questions from journalists, she said:&#8221;It&#8217;s not PHED. I can assure you that there will be another  forum in the next,\u00a0let me say, two to three weeks.\u00a0By that time, everything will be  more clear.\u00a0Then I can answer that question even better.<\/p>\n<p>&#8220;Like I said in the forum,\u00a0 we \u00a0have one responsibility.\u00a0\u00a0You give me service, I pay for the service. But in the case of electricity management,\u00a0service is paid after it is received.\u00a0Then it becomes a risky business and most of the time, people don&#8217;t pay for services\u00a0\u00a0after receiving it.<\/p>\n<p> He pledged  with the  Yenagoa residents to pay   for the services. &#8220;So I am using this forum to beg on Bayelsans\u00a0please, dear Bayelsans, pay for your services.\u00a0In that way, service can be provided better for you.&#8221;<\/p>\n<p> She assured that the metropolis will be metered  declaring that &#8220;metering is a very important factor because when we estimate bills for consumers,\u00a0they definitely br happy with it.\u00a0So the best thing to happen is  for the houses  to be metered.\u00a0If all the houses are metered,\u00a0people won&#8217;t be complaining that my house\u00a0got more bills than necessary.<\/p>\n<p>&#8220;So, we will make sure you have electricity given to you and we  will make sure also that you pay your bills.\u00a0\u00a0We have set up a consumer  support process,\u00a0where everybody can come and tell us all your problems,\u00a0if you do have one. I&#8217;m just a phone call away.\u00a0My colleagues are a phone call away.\u00a0We have the internet system, we created portals.<\/p>\n<p>&#8221;\u00a0In the next  few days, consumers can even download\u00a0the documents and download the apps\u00a0\u00a0and be able to, for example, complain about theft.\u00a0\u00a0It&#8217;s a serious matter, theft and vandalization.\u00a0We don&#8217;t want our systems to be vandalized again.<\/p>\n<p>&#8220;So we&#8217;re taking measures to make sure\u00a0\u00a0that  it doesn&#8217;t&#8217;t happen again.\u00a0\u00a0So we are on our own path, we&#8217;re very committed.\u00a0And we need also the public being the consumer\u00a0to also show commitment\u00a0\u00a0by reporting vandalization when they see one,\u00a0 and by paying their bills when they get it.&#8221;<\/p>\n<p>Also speaking, Barrister Austin Adigio, Chairman Bayelsa  Electricity Regulatory Commission, disclosed that the agency will  have the responsibility of regulating the whole sector adding that &#8220;we will need to have more  interactions\u00a0\u00a0like this to get perspectives from various sectors and players, including the consumers,\u00a0 to arrive at a common ground for us to come up with policies that will address all the problems of the value chain and get the best of the new electricity market that is upon us.<\/p>\n<p>He said that  metering policy is a very important aspect of what\u00a0 the agency we will be doing as regulators adding that  the law that established\u00a0 his agency  has abrogated estimated billing.<\/p>\n<p>&#8220;And so customers and consumers\u00a0are mandated to have meters and therefore regulate their  consumption and pay accordingly for the protection of customers or consumers. Once this estimated billing is removed completely, then you are paying for what you consume and by that you are protected, by that you are\u00a0satisfied with what you are consuming and then pay adequate and effective tariff to\u00a0get the business on a sustainable level and that is essentially what we are doing.&#8221;<\/p>\n<p>Adigio disclosed that &#8220;by the time we come on full stream,  the  concerns of the customers\u00a0\u00a0will be  taken care of, the concerns of the GENCOs are taken care of, the concerns of the distribution\u00a0\u00a0companies is taken care of and once we are all happy, then the business can thrive and\u00a0\u00a0Bayelsa will be  an industrial hub in the very near future.&#8221;<\/p>\n<p> He assured that there will be coordination and alignment between\u00a0all the producers and the value chain adding that there will be that alignment\u00a0with all the players in the sector to see that the best services are given to the consumers.<\/p>\n<p>&#8220;And so there is not going to be a problem. We are all working, the producers and the\u00a0value chain are all working together. There is that alignment at all times and then we\u00a0will get to  a good place where there will be no confusion as to who takes a more.<\/p>\n<p>&#8221; Be \u00a0rest assured that the electricity company will provide meter. New meters are coming as a matter of fact.\u00a0 It is  part of the component of the new turbine that is coming. Consumers will be metered adequately so that you can pay efficient and affordable tariff\u00a0\u00a0and have sustainable power for whatever you want to use power for.<\/p>\n<p>\u00a0&#8220;60 megawatts is huge. It will take beyond the Yenagoa metropolis and the environs.\u00a0\u00a0And therefore, for that business to be running, we will have effective metering\u00a0\u00a0so that collections will be easy for the business to continue.&#8221; <\/p>\n<p>Speaking earlier,  Engineer Obinna Okeke, Chief Strategy Officer of Port Harcourt Electricity Distribution Company, stated that there is need to  solve the liquidity issue &#8220;and every other thing will fall into place.<\/p>\n<p>Maintaining that PEHD  has scrapped the estimated billing system, he disclosed that it now uses capping system which simply is an average of  consumption in a particular area particularly for PPM customers, since that is measurable.\u00a0<\/p>\n<p>&#8220;And what that has now solved is the issue of maybe overestimation or underestimation.\u00a0So there  is a fixed methodology.\u00a0So if the  DISCO now feels it&#8217;s being shortchanged by that, they will be forced to meter other customers.<\/p>\n<p>&#8220;The gas turbine is a generating company.
