The head of the Mining Marshal of the Nigeria Security and Civil Defence Corps (NSCDC), in Niger State, Command SC Jibrin Mohammed has told the Justice Mohammed Mohammed Judicial Commission of Inquiry that the Marshal was established to fight the activities of illegal miners and any other responsibility that may be assigned.<\/p>\n
He told the Commission that the Marshal was established by the Minister of Interior in collaboration with the Minister of Solid Mineral resources while he was appointed by the Commandant General of the NSCDC CG Ahmed Audi Abubakar.<\/p>\n
SC Jibrin further told the Commission that he was only answerable to the Commandant General of the Corps not the State Commandant of the NSCDC.<\/p>\n
He stated that the Mining Marshal was established in 2016 with the mandate from the Federal Ministry of Solid Mineral Resources and the Ministry of Interiors to ensure the safety of Mining sites across the country <\/p>\n
According to Jibrin Mohammed,the core duty of the Marshal in accordance with its mandate is to arrest, investigate, and prosecute as well as checkmate the activities of illegal miners and their sponsors.<\/p>\n
Testifying further,the head of the Mining Marshal told the commission his duty in the Niger State Command of the NSCDC is to strictly ensure to the safety of the mining sites in the state,and he will not compromise his duty under any guise <\/p>\n
He explained that the Marshal was divided into zonal offices and state offices which he disclosed that already, the zonal offices of the Marshal had been disbanded by the Minister of Solid Mineral resources and the Minister of Interior.<\/p>\n
He said only the state offices of the Marshal were left to carry out their operational activities across the states and he reported directly to the Commandant General CG Audi
\nAhmed Abubakar.<\/p>\n
SC Jibrin clarified the arrest of one Yusuf Ibrahim who filed a petition against him before the Judicial Commission of Inquiry alleging that he was illegally arrested and detained by the Marshal for three weeks.<\/p>\n
He told the commission that his arrest was based on a formal complaint forwarded to his office by a suspected illegal miner who was detained in custody stating that he was arrested and detained on the order of a Minna Senior Magistrate Court number six.<\/p>\n
\u201c My Lord. We invited him severally to come and clear himself from a formal complaint we received from a suspected illegal miners.<\/p>\n
\u201c One of the illegal miners in our detention mentioned his name in an ongoing investigation before my office. We invited him several times but he refused to honour our invitation.<\/p>\n
\u201c We then arrested him through one of the honourable members that I cannot remember his name who brought him and we arrested him and we obtained court order to enable us carry out our investigations. We did not detain him illegally” he told the commission.<\/p>\n
SC Jibrin Mohammed admitted knowing the assistant director and head of artisanal Miners in Niger State,Hajiya Halima Ibrahim Omolara but denied molesting him saying that she was on the Kwakuti Mining Site without going with the enforcement team.<\/p>\n","protected":false},"excerpt":{"rendered":"
