When we were young officers in the early 90s and early 2000, merit was emphasised.

“We were very eager to deliver on our duties but today, young officers are looking for money. They want money and not performance. So, the difference is that during our own time at the on-set of my career, it was just commitment. Always wanting to perform so that people will know that you are doing well but today, most young officers are not so dedicated as we did at the initial time and that is a big challenge.”

On his advise to young officers in the civil service he said,” my advise is that they should concentrate on their job. When you do a job and you do it well, money will follow. Don’t just over emphasis money first because if you think of money, you won’t be able to deliver.

“So,the young ones should give more of their time to work, de-emphasis the benefits that will accrue from the job. Get the job done first and then other things will follow.”

On what has been his driving force in writing the book on “Where no one is Oppressed.”

Dr Oruche said that the latter part of his service in the Ministry shows that as a nation Nigeria,”we are building a nation not yet built of course, just like I said, earlier “where you are preparing an eye drop, you do not add pepper. If you want to build a nation where everybody will be inclusively be regarded as a citizen of Nigeria, we must do away with certain elements such as, tribalism, ethnicity, religious sentiments, impunity and of course, we must emphasis the rule of law.”

One of the challenges we have today in our country, he said ” it is lack of rule of law. We make laws but we don’t obey the laws. The laws do not guide us. People flout the laws and go away without being punished and that is what is called impunity.

” We must have to do away with the attitude of ‘nothing will happen.’ That is the only way we can achieve a united Nigeria, where no one is Oppressed and that is my advocacy

Dr Joel Oruche, who is the immediate past Director of Information, Federal Ministry of Agriculture and Food Security,

and bowed out of the Civil service on 29th of July 2025, said he marked his retirement as well as birthday celebration and book presentation to say goodbye to the Federal Civil Service.

On his journey to the Civil service he said,” I will describe it as very tough and also easy. Easy in the sense that I was able to go through the challenges of Civil service for over 33years and came out without blemishes, no queries, no serious issues, no reprimand. Economic and Financial Crimes Commission (EFCC) didn’t invite me for queries and I finished well.”

By George Mgbeleke Immediate past Director in Federal ministry of Information and Food Security,Dr Joel Oruche has advised young officers in the nation’s Civil service to de-emphasis the habit of seeking gratification before rendering service to those who come to them for such services as tracing files or seeking to see the boss.
