OFFICIAL HEISTS: Information minister spurns FOI REQUEST: HURIWA ALLEGES

Following a groundswell of insiders complaints about alleged corruption amongst top officials of the federal ministry of information and National orientation, HUMAN RIGHTS WRITERS ASSOCIATION OF NIGERIA(HURIWA) penned a freedom of information request in writing demanding clarifications regarding allegations ranging from a plot to auction away the newly bought and only available functional SUV jeep meant for the official use of the permanent secretary.
In a statement signed and made available to Daily Echoes Media by groups National Coordinator Other major accusations received by HURIWA from more than a dozen senior offials of the Federal ministry of Information and National Orientation located at the radio house in Area eleven Garki Abuja, includes payments to top officials of the sum of over one million Naira per month as fuel allowance- an amount that is higher than the recommended
by the Revenue Mobilisatpion Allocation and Fiscal Commission just as one of the top officials incharge of the accounts is being accused of extorting money from contractors and consultants working for the agency just as the said officer allegedly receives the alleged bribes using his wife’s account and he will be disengaging from service soon (April) after serving out the statutory period.
HURIWA reached out to the said officer but he hung on his phone after seeking and knowing why HURIWA initiated the call. The next day, one of his staff called HURIWA’S office to report that someone used HURIWA’S line to call his boss.
Besides, there is allegation that some officials entitled to have Personal Assistants rather than draw such personnel from the staff pool of the ministry, employed their cousins as personal assistanrs who gets emoluments similar to that of a Deputy Director.
There are a plethora of other cases of fraud and financial indiscretions reported to HURIWA by insiders, but the minister of information and National Alhaji Muhammed Idriss received our letter dated February 10th even as in the FOI request, we made specific requests, but the minister of information and National Orientation simply ignored us and refused to reply but rather sent a Deputy Director, Protocol and Public Relations to invite us for a one-on -one discussion which HURIWA rejected on the ground that our request was clear, unambiguous and specific on demands to questions of integrity and credibility deficits in the administration of the public finance domeciled at the ministry of information and National Orientation.
Specifically, in the FREEDOM OF INFORMATION REQUEST by HURIWA, the following requests were made:
“We write you this request under the Freedom of Information Act of the Federal Republic of Nigeria.
We are a frontline pro-democracy and civil rights advocacy group and we would want to be furnished with Information on:
(1) is there a plan by the ministry to auction the only functional SUV jeep which the Permanent Secretary of the ministry is entitled to use as the official vehicle? If yes, please is the bidding process competitive and what are the identities of the CSOs observing the process?
(2) How does the ministry pay petrol allowances to the officials from the minister, the Permanent secretary and the directors? To whose bank account and how much is paid? Is it lawful for your officials to get the payment through an account owned by the relative of the officer?
(3) Kindly furnish us with the names of Personal Assistants to the Honourable minister and the Permanent secretary. What are their status in the ministry? Are they Permanent staff of the Ministry and on what level? What is their monthly take home pay?
(4) How are the contractors paid in your ministry and what are the safeguards to ensure transparency and accountability?
(3) The ministry reportedly sent a sports delegation to the civil service game in Adamawa late last year. How much was their sponsorship fund?
Sir, be reminded that the FOI law in the beginning provisions averred as follows:
1. (1) Notwithstanding anything contained in any other Act, law or regulation, the right of any person to access or
request information, whether or not contained in any written form, which is in the custody or possession of any
public official, agency or institution howsoever described, is established.
(2) An applicant under this Act needs not demonstrate any specific interest in the information being applied for.
(3) Any person entitled to the right to information under this Act, shall have the right to institute proceedings in
the Court to compel any public institution to comply with the provisions of this Act.
2. (1) businesses.
A public institution shall ensure that it records and keeps information about all its activities, operations and
(2) A public institution shall ensure the proper organization and maintenance of all information in its custody in a
manner that facilitates public access to such information.
(3) A public institution shall cause to be published in accordance with subsection (4) of this Section, the
following information –
(a) a description of the organization and responsibilities of the institution including details of the
programmes and functions of each division, branch and department of the institution;
(b) a list of all –
(i) Classes of records under the control of the institution in sufficient detail to facilitate the exercise
of the right to information under this Act, and
(ii) Manuals used by employees of the institution in administering or carrying out any of the
programmes or activities of the institution;
(c) a description of documents containing final opinions including concurring and dissenting opinions as
well as orders made in the adjudication of cases;
(i) substantive rules of the institution
(ii) statements and interpretations of policy which have been adopted by the institution,
(iii) final planning policies, recommendations, and decisions;
(iv) factual reports, inspection reports, and studies whether prepared by or for the institution;
Sir, this request is for public good.”
Reacting to the spurning of the FOI REQUEST by the minister of information and National Orientation, HURIWA described it as unfortunate and shocking that the supposed public eyes of the President Bola Ahmed Tinubu’s administration is violating a binding law of the Federal Republic of Nigeria that seeks to promote OPENNESS, TRANSPARENCY AND ACCOUNTABILITY in the admunistration of public finance by public office holders.
HURIWA said it will report the allegations to antigraft agencies to investigate. HURIWA said as soon as the FOI letter reached the ministry of information and National orientation, it was alleged that all the relevant files on the ongoing auction of the new SUV bought for the permanent secretary, disappeared from the offices in the ministry. The said top official whose exit is imminent is alleged to be scheming to buy the SUV at ridiculous give away purchasing price just as the public auction was never transparent. “These are allegations but the anti-corruption agencies would have to investigate and determine if the allegations are credible or not.

Fubara Inspects New Commissioners Quarters Sets Completion date for November 2026

Governor of Rivers State, Sir Siminalayi Fubara, has stated that the new residential accommodation being built by the state government for Commissioners and Special Advisers will be completed and ready for use by November 2026.
The governor who disclosed this during an inspection of the project on Thursday, stated that his administration embarked on the construction of a centralised residential quarters for senior officials to eliminate the heavy financial burden rented accommodation has placed on the state government.
He said that besides eliminating the burden of exorbitant rent, the new quarters will help the state government to save cost on security as it will provide adequate arrangement for the security of these high calibre of personnel at one location.
“It looks so embarrassing that the government will be spending a lot of money renting places for these senior officials.
“So we decided to embark on this project, believing that when this project is completed, and accommodation provided for our very productive officers, efficiency will be an issue of top priority.
“When they are all living together, I think it makes it easy for us to have just one unit of security and this multiple arrangement of carrying police here and there will also stop,” he said.
The project, which is being handled by Shaanxi Construction Engineering Nigeria Limited, consists of 25 units of six-bedroom flats. It is located within the Rainbow Housing Estate along the Trans-Amadi Industrial Layout in Port Harcourt.
Governor Fubara who defied the rain and muddy terrain to inspect the project, was conducted round the construction site by the Commissioner for Special Projects, Hon. Tonye Belgam and officials of the construction company.
The governor commended the efforts of the contractors and their commitment towards meeting the timeline of November 2026.

Eminent Nigerians comprising President Bola Ahmed Tinubu, Chief Justice of Nigeria CJN, Justice Kudirat Tomori Kekere-Ekun and Senate President, Chief Godswill Obot Akpabio are expected at the public presentation of of a Book by legal luminary, Chief Emmanuel Ukala, a Senior Advocate of Nigeria SAN in Abuja on April 29.
The book titled “Ukala’s Manual on Appellate Practice for Court of Appeal and Supreme Court of Nigeria will be unveiled at the Bola Ahmed International Conference Centre in Abuja.
Sources close to the Book Launch Planning Committee said that the former governor of Rivers state and currently Minister of the Federal Capital Territory, Chief Nyesom Ezenwo Wike will lead top dignitaries in Abuja to the ceremony.
President of the Nigerian Bar Association NBA, Mazi Afam Osigwe SAN will grace the occasion with leading lawyers in the country.
Also expected are the Attorney General of the Federation and Minister of Justice Prince Lateef Olasunkanmi Fagbemi, President of the Court of Appeal, Chief Judges of the Federal High Court as well as the High Court of the Federal Capital Territory.
The source indicated that some state governors, federal and state lawmakers will also be at the ceremony.
Besides, captains of industries and eminent legal scholars across the country, traditional rulers and frontline politicians are also billed to honour the legal giant with attendance.
The Book is said to be edited by a famous publishing Company, Bar and Bench Press Limited based in Abuja.
The source hinted that adequate arrangements have been put in place to make the book unveiling hitchfree.

PC-NCG Welcomes Findings as U.S. Coast Guard Wraps Up Nigeria Port Inspection

Further to the United States Coast Guard (USCG) delegation’s port facility inspection visit to Nigeria, the Provisionary Committee of the proposed Nigerian Coast Guard (PC-NCG), has acknowledged the team’s honest and constructive assessment. The PC-NCG views the outcome as validation of ongoing reforms and a foundation for technical cooperation ahead of the Coast Guard Bill’s passage.
A statement issued by the Director of Communications & Public Affairs, Dr. Piriye Kiyaramo in Abuja on Monday, quoted the Chief Executive and Accounting Officer of PC-NCG, Captain Noah Ichaba, as describing the outcome of the visit as a positive step toward deepening bilateral maritime security cooperation between Nigeria and the United States Coast Guard.
“PC-NCG counts the remark made by NIMASA BOSS that much work still need to be done regarding ports safety and security and that all identified gaps would be addressed to ensure that Nigeria meets global best practices as an honest statement made by the delegation and their host.
Accordingly, PC-NCG sincerely enjoins relevant authorities and concerned individuals to accept that the era of whitewashing the surface and diluting the functions and substantial responsibilities of the proposed Nigerian Coast Guard is over. As such, it should be that a Coast Guard of another country visiting Nigeria is expected to meet with the Coast Guard of Nigeria.
“The absence of the prestigious reputation and presence of the Coast Guard Agency from the Nigerian Maritime Space had created such identified gaps and non conformity to acceptable international standards. It is time to close all existing vacuum by doing the needful of having to establish the Nigerian Coast Guard so as to place Nigeria at per with other maritime nations.
“Talking without fitting action avails nothing order than self humiliation. Be it measurable process as indicated or not, if the nation should objectively track losses that she has been suffering all these years due to the absence of Coast Guard, it would be concluded that far more greater would have been achieved with Coast Guard within the same period.
“The facts and factors are not far fetched because port safety and security is not the only duty that Coast Guard would be performing, given the fact that securing ships and crews are a fraction of its core mandate.
“So the measurable process in that regard was only an ad valorem quantification because it did not align fully with international maritime standards which Nigeria as a maritime nation needs to align with, to upgrade her maritime security framework and advance the country’s competitiveness in global shipping and port operations as well as keep fate with global best practices.
“Whatever the current arrangement and milestone achievement, the truth steers Nigeria in the face, and that is, without Coast Guard as the true steward in the maritime safety and security operations, to provide the much needed stewardship, operation and nurturing of the marine environment and resources; as a reliable guardian of the nation’s maritime commercial businesses, to foster realistic economic growth, safety and security, all efforts would still remain inappropriate activities,” Captain Ichaba maintained.
