INEC moves to replace PVC with Computer-generated Slip as sole means of Identification

Published

on

The Independent National Electoral Commission (INEC) has declared that it would replace Permanent Voters’ Cards (PVC) with computer-generated slip as the sole means of identification on election day.

The electoral body added that those who already have the PVCs can still use them to vote, however, the introduction of the Bimodal Voter Accreditation System (BVAS) has made the review imperative.

NEC Chairman, Prof. Mahmood Yakubu disclosed this on Thursday in Abuja at a meeting with the Resident Electoral Commissioners (RECs) on detailed issues of planning and reform learning from the experience of the 2023 General Election.

He said having released its 524-page main report on the election, a copy of which is available on its website, the commission has consulted widely internally with its own officials and externally with all major stakeholders.

Yakubu stressed that with the conclusion of five major off-cycle Governorship elections and nine out of 21 bye-elections since the 2023 general election, this was the most appropriate time for us to commence the implementation of the recommendations arising from our review of the General Election.

He noted that out of the 142 recommendations, 86 require administrative action by the Commission, saying it was therefore pertinent that the commission engages first with RECs because of their frontline role in the implementation of the recommendations.

He said this was followed by 48 recommendations that require action by a variety of stakeholders, including security agencies, mobile network operators, statutory bodies, political parties, transport unions, civil society organisations and the media.

Yakubu stated: “On the legal review, there are eight recommendations that require legislative action by the National Assembly. Very soon, the Commission will make a presentation to the Joint Committee of the Senate and House of Representatives on Electoral Matters as they continue to deliberate on electoral reform.

“Among the major highlights of the Commission’s recommendations is the imperative of legal clarity in result management, with regard to manual transfer versus the electronic transmission of results.

“The Commission also believes that with the introduction of the Bimodal Voter Accreditation System (BVAS), the use of the Permanent Voters’ Cards (PVC) as the sole means of identification for voter accreditation on Election Day should be reviewed.

“Those who already have the PVCs can still use them to vote, but going forward, computer-generated slips issued to the voter or even downloaded from the Commission’s website will suffice for voter accreditation.

“This will not only save cost, it will also eliminate the issues around the collection of PVCs and the diabolical practice of buying up the cards from voters in order to disenfranchise them.”

The FCT High Court sitting in Gwagwalada has ordered the enforcement for the recovery of property at plot 18, Ademola Adetokunbo Crescent,Wuse two,in Abuja

On Tuesday, 9 December 2025, the lawful owner of the property at Plot 81, Ademola Adetokunbo Crescent, Wuse II, Abuja, regained full possession of the premises following enforcement by court sheriffs of a binding High Court judgment.

Legal proceedings revealed that the property was formally acquired by Collins Onwuzulike (the rightful owner) through a valid Deed of Assignment and payment executed on 1 May 2024. A Federal Capital Territory High Court sitting in Gwagwalada ruled in favour of Onwuzulike, ordering immediate vacant possession of the property and directing all occupants, including Obi Cubana’s firm, to hand over the premises.

On the morning of the enforcement, sheriffs — accompanied by security agencies — arrived at the site. Despite reported attempts to obstruct the process, possession was lawfully transferred. Keys to the building were handed over to the owner’s legal representative in public and coverd by journalists, signifying full compliance with the court’s order.

This development officially ends the occupancy of the property by Obi Cubana’s operations under the trademark CASH FLOW (a lounge/nightlife hub), bringing closure to a protracted property dispute.

According to our reporter who was on the spot, observed that this outcome underscores the primacy of lawful ownership, due process, and enforcement of court orders. It demonstrates that, irrespective of public profile, no individual or entity is above the law when it comes to legitimate property rights and legal obligations.
This should serve as example to others who thinks they can manipulate the law to suit their purpose always.
The law is above any individual no matter your status and affluence.

The landmark judgement has reaffirmed public confidence in the judiciary.

It is always good to be just and fair in every situation, truth is the same anywhere in the World.
Hence people should learn to always do the right thing even when nobody is looking in your direction.

The landmark judgment has nullified and invalidated further tenancy of Obi Cubana and his sub-tenants and they were all ejected from the property.
The Court ordered them to vacate the premises immediately.
Everybody who has gained entrance through Obi Cubans had the loads removed to ensure full compliance with the court’s verdict and they were banned from parading the premises directly or indirectly.

The Niger Delta Development Commission, NDDC, has honoured 203 staff at its ‘2025 Long Service’ awards for their contributions to the Commission’s progress and performance.

The awards recognised employees, who have dedicated 10, 15, 20, and 30 years of service to the Commission.

Speaking during the award ceremony at the NDDC headquarters in Port Harcourt, the Managing Director, Dr Samuel Ogbuku, said the awards were meant to motivate and build staff confidence.

Ogbuku, represented by the Executive Director, Corporate Services, Hon. Ifedayo Abegunde, celebrated the awardees and prayed that the years ahead bring them fulfilment, growth, and continued success.

He urged staff to draw inspiration from their colleagues’ achievements and remain committed to delivering quality service.

According to him, “The reward for good work is more work.” He urged employees to continue giving their best to the Commission and the Niger Delta region, stating that the practice to honour long-serving staff was a demonstration of the Commission’s appreciation for their years of dedication.

He noted that the awardees have contributed immensely to the management’s drive to move the Commission “from transaction to transformation.”

He congratulated the awardees on reaching remarkable milestones and declared: “Your dedication, hard work, and commitment to excellence are genuinely inspiring. We sincerely appreciate your years of service dedicated to the NDDC.”

In his remarks, the Director of Administration and Human Resources, Mr. Patrick Ekade, one of the recipients for 20-year long service award, expressed gratitude to the management for the recognition.

He noted that while some organisations fail to acknowledge their employees’ contributions, the NDDC has consistently rewarded excellence and commitment. He thanked the Executive Management for recognising the individual and collective efforts of staff, urging his colleagues to remain steadfast in their service and support for the Commission’s mandate.

The NDDC Director, Education, Health and Social Services, EHSS, Dr George Uzonwanne, who received the 20-year Long Service Award, described the recognition as a double celebration.

He reflected on joining the Commission years ago as a young doctor with many aspirations, noting that the NDDC played a significant role in his professional development through local and international training opportunities. ###.
