FG, Bayelsa begin EIA On planned 60mw Power Plant ….As Minister, Consultant Visit Site

The Bayelsa State Government under the aegis of the Bayelsa Electricity Company Ltd in partnership with the Federal Ministry of Environment, Thursday began the first processes of Environmental Impact Assessment on the site of the proposed new 60mw gas fired turbines situated at Elebele, a suburb of Yenagoa, the state capital.
Conducting the Minister of Environment, Balarabe Abbas Lawal and his team to the project’s site, Director of Operations of the  Bayelsa electricity company Ltd, Engr. Steve Bubagha Jnr., said the state company intends to install a 60mw plug and play gas fired turbine which will be powered by the Oando gas manifold located at Elebele community.
He said the total area of land for the project was about 5.8 hectares, noting however that the company was currently making use of 2.1 of the total hectares located for the project which he said was officially known as ‘Yenagoa Power Project’.
His words: “This is a ‘plug and play’ Gas Turbine. What we mean by ‘plug and play’ is that the turbine is already set to be fixed. What we’re waiting for is just to work on other components of the gas turbine, and so in less than two years or at most in two years time the turbine should be running”.
Speaking to newsmen shortly after his visit to the site, Minister of Environment represented by Mr Adimchinobi Okereke, a Senior official of the Ministry, said the visit was necessitated by the need to ensure that work on the site does not fall short of conventional environmental impact assessment (EIA) guidelines.
The Minister lauded the state government and its people for the new project, adding that upon completion it would not only benefit Bayelsans, but also solve part of the protracted power problem facing a segment of the nation.
His words: “The reason for this visit and workshop is to ensure that a proper EIA was carried out before final approval is granted the Bayelsa State Government.
” But you must know that this power project is a welcome development for the state and Nigeria as it will not only benefit this state and its people, but also solve the problem of inadequate power supply to a segment of this nation”, he said.
Meanwhile, the EIA consultant to the project, and Dean Faculty of Science, Niger Delta University, Prof. Azibola Inegite has promised that proper Environmental Impact Assessment would be carried out on the site and location of the power plant, saying it is an essential aspect of the execution of life-impacting land and environment related projects world over.
Also speaking, a participant and Technical Adviser to state Governor on Print Media/Public Affairs, Snr. Comrade Wisdom Ikuli commended the state Governor, Senator Douye Diri for his foresight in executing the project.
Ikuli noted that the proposed 60mw gas fired power plant will cushion the effect of the incessant power outages experienced in the state, just as it will also grow businesses and fast track the processes of industrialization of state.
Highpoints of the Minister’s visit was a programme tagged, ”Stakeholders Engagement Scoping Workshop For Environmental Impact Assessment (EIA) of Proposed Installation of Gas Powered Plant and Gas Delivery Pipeline In Bayelsa State”.
Participants at the scoping workshop stakeholders included stakeholders from Elebele, host community of the proposed power plant, and Kpansia, an impacted community in the Yenagoa Local Government Area of the state as well as others.
It would be recalled that to cushion the effect of worsening power supply, the Bayelsa State Government last week approved the purchase and installation of a 60mw gas fired twin turbine in Elebele community of Ogbia Local Government Area of the state.

PPP Business Model Responsible for Success of NLNG -Fubara *Pledges Continued support for Corporate Organizations operating in Rivers State

Governor of Rivers State, His Excellency, Sir Siminalayi Fubara has attributed the success of the Nigeria Liquified Natural Gas ( NLNG) Limited to the Public Private Partnership ( PPP) business model adopted by the Federal Government and the multinational oil companies from the inception of the organisation.

Governor Fubara stated this while receiving the new Managing Director and Chief Executive Officer of the NLNG, Mr Adeleye Falade who paid him a courtesy visit at Government House, Port Harcourt.
The NLNG is jointly owned by Nigerian National Petroleum Corporation (NNPC) with 49%, Shell Gas B.V. with 25.6%, Total LNG Nigeria Ltd with 15%, and Eni International with 10.4%.This partnership model allows for shared risks, costs, and expertise in the LNG sector.

In a statement by his Chief Press Secretary,Onwuka Nzeshi, governor Fubara observed that the NLNG has not only survived the difficult business environment but has made sustained progress in the nearly three decades of its existence. According to him, the decision of the Federal Government to allow the multinational oil companies who have the needed expertise to run the establishment while government plays a supervisory role over it, has largely been responsible for its success.

” I’m very proud to say that if there is one establishment that has shown resilience, that has survived in the face of all the political issues prevalent in this country, it is the NLNG. And what is the reason? The reason is very simple. Government has no business in business. That is the truth. Leave the business for those people who can operate it. Let the government play its supervisory role to ensure that there is compliance with the laws; ensure that standards are maintained and also ensure that the right people with the needed expertise are at the helm of affairs. That’s all. I think that is the reason why we still record a lot of successes in NLNG,” he said.

Governor Fubara pledged the continued support of his administration for the NLNG, stressing that the success of the organisation is equally the success of the government of Rivers State and the success of the Federal Government of Nigeria. He gave assurance that his administration will continue to contribute it’s own quota in support of the NLNG.

“Our duty is to make sure that we support whoever is operating in our state. We are the ones here. If we don’t support you and you don’t succeed, we also will not succeed and Mr President will also not succeed.
“So the success of your establishment is the success of our state, and overall success of Nigeria. So you can count on our support. Wherever you think we need to come in to support you, please do not hesitate to call upon us.
“You just mentioned here that your predecessor left a handover note showcasing the level of support that he got from the state. It is not going to be different in your own case. I can assure you that. I will also ensure that other units of the government will liaise with you when necessary. So even if you can’t get to me, you can always get to them and if there is anything we can do to help your establishment succeed, we will do it for you,” he said.

In his opening remark, the new CEO of the NLNG, Mr Adeleye Falade who led other top officials of the company on the visit, expressed appreciation for the audience granted them and appealed to the Government of Rivers State to continue to support the organisation.

” We appreciate the opportunity to meet with you and deepen this important relationship.We deeply value the support the Rivers State Government continues to extend in fostering an enabling operating environment for businesses. NLNG remains deliberate in its contribution to Nigeria’s development, and Rivers State, our primary host, continues to be central to that commitment,” he said.
The company, Falade said, has continued to work with its host communities to strengthen their capacity to identify, prioritise, and deliver sustainable development initiatives that create lasting impact. According to him
communities including Amadi-ama, Abua, Ekpeye, Okrika, Kalabari, and Emohua have continued to benefit from this model. He said that beyond community infrastructure, the NLNG have sustained investments in economic empowerment through initiatives such as Vocational Innovation and Business Empowerment Scheme (VIBES) and Micro Small and Medium Enterprise (MSME) schemes. These, he said, were designed to support small businesses, build capacity, and stimulate local enterprise across the state.
