Rivers Assembly begins moves to impeach Gov. Fubara, his deputy •Calls on EFCC to investigate Danagogo

As the power tussle between former governor of Rivers State who doubled as FCT Minister, Barr. Nyesom Wike and the incumbent governor of Rivers State, Siminalayi Fubara rages on , Members of the Rivers State House of Assembly have commenced moves to impeach governor Fubara from office.
The 26 members of the Assembly led by Martin Amaehwule are loyal to the Minister of Federal Capital Territory, FCT, Nyesom Wike, and are alleged to be taking orders from him.
Recalled that Wike, who was the immediate governor of Rivers State had been locked in fierce battle of who controls the state for over a year, while speaking during a civic reception in his honour by his supporters at Abalama on Saturday said he will not stop members of the assembly from carrying out their constitutional role which was pointing towards impeachment of Governor Fubara, his successor.
Members of the Assembly however, in a letter addressed to the Speaker, and made available to the public, said it has passed a resolution raising impeachment allegations of gross misconduct against Governor Fubara and his deputy, Professor Ngozi Odu.
The Assembly mandated Clerk of the house to publish a letter of allegations of gross misconduct against Governor Siminalayi Fubara and his deputy, Professor Ngozi Odu in national dailies, in pursuant to Section 188 of 1999 Constitution (as amended).
The lawmakers accused Governor Fubara of reckless and unconstitutional expenditure of public funds contrary to Sections 120, 121 (1)(2) and 122 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended).

They alleged that the Governor from his actions, has shown that he is not prepared to govern the state in line with the constitution, citing the February 28 Supreme Court judgments against the State government.
The lawmakers, among other charges also accused the governor of supervising the demolition of the Rivers State House of Assembly, appointing members of the state executive council without being screen by the House, and refusal to present the 2025 appropriation bill to the assembly.
The letter which was addressed to the speaker of the House, Martin Amaehwule, reads; “In compliance with Section 188 of the Constitution of the Federal
Republic of Nigeria 1999 (as amended) and other extant laws, we the undersigned members of the Rivers State House of Assembly hereby forward to you a notice of gross misconduct by the Governor of Rivers State in the performance of the functions of his office.”
“Mr. Speaker, we conclude by stating that the Governor has shown that he is not prepared to govern Rivers State in line with the Constitution of the Federal Republic of Nigeria, 1999 (as amended) and his oath of office.
“The Supreme Court in Suit No.: SC/CVI1174/2024 condemned his actions when it stated that “the 8 respondents fear of impeachment by the House of Assembly is no justification for his attacks on the House of Assembly, the Constitution, the
Government of Rivers State and the rule of law.”
They further quoted the apex court to have ruled that, “Political disagreements cannot justify these attacks and contempt for the rule of law by the Governor of a State or any person. What the 8 respondent has done is to destroy the government because of fear of being impeached.”
Recalled that Governor Fubara said he had written to the Assembly of his intention to represent the budget before them, after being locked outside the assembly complex the first day he also went present the appropriation bill on the 12th of March, 2025.
However, Speaker of the Assembly, Martin Amaehwule has denied receiving any letter from the governor.
Meanwhile, the Speaker of the Rivers State House of Assembly, Martin Amaehwule has confirmed receipt of the Notice of Allegation of Gross misconduct signed by 26 members against Governor Siminalayi Fubara and his deputy, Prof. Ngozi Odu, wherein they listed five grounds of gross misconduct against the Governor and three grounds of Gross misconduct against the deputy with accompanying particulars.
The Speaker on Monday during plenary said, he received the notice on the 14th of March, 2025 and in line Section 188 of the Constitution, he has done the needful by distributing them to Members and forwarding them to the holders of the office. But to be sure that the Governor and his deputy become aware of the notice,  in the event that the letters were not received, the House resolved through a motion that the notice be published in at least three national dailies.
In another development, the House through a Motion move by Rt. Hon. Dumle Maol requested the Economic and Financial Crimes Commission (EFCC) to investigate the Secretary to the State Government, Dr. Tammy Danagogo, for spending humongous sums of money not back by an Appropriation Law.
Commenting on the Motion, Rt. Hon. Martin Amaewhule stated that the House resolved to invite the EFCC to help in the investigation because the Governor has barred all heads of Ministries, Departments and Agencies in the State not to honour their invitation; adding that it will not deter the House from performing its constitutional duties.
The House also amended its Standing Orders, making room for the House to sit at anytime and day within the week if it becomes absolutely necessary in the interest of the State, and in the event of emergency, provided the House is properly convened by the Speaker.

2027: Igbo Traditional Rulers Pledge Support for Tinubu’s Re-Election Bid …as Deputy Speaker, Kalu Assures of More Development in S/East

Ahead of 2027 general election, Traditional rulers from the five geopolitical zone of South East have pledged to deliver at least, 70 percent of the region’s vote to President Bola Ahmed Tinubu in the 2027 polls.

Speaking under the aegis of Ndi Igbo Progressive Traditional Rulers Council, the Royal fathers led by their chairman, His Royal Majesty, Eze Nnamdi Oforegbu from Abia State during a courtesy visit to the Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Okezie Kalu in Umuahia, Abia state at the weekend said that Tinubu has impacted so much on the South East economy.
Speaking on behalf of the traditional rulers, Oforegbu said their mission was to express their profound gratitude to President Tinubu for the establishment of the South East Development Commission (SEDC), believing it will accelerate the infrastructural development in the region.
They also commended the Deputy Speaker for his legislative ingenuity, particularly his effort in sponsoring the bill that led to the creation of the Commission.
The monarchs offered their royal blessings and special prayer to God for more wisdom and political growth.
He said: “We are here to thank you. You’re doing more than we expected. That has never happened before. We’ve not seen this kind of good works before.
“You sponsored a bill that enabled us to get South East Development Commission (SEDC). We’ve never seen anything like it. We are praying to the Almighty God to bless you.
“We are grateful to President Bola Tinubu for appointing our sons and brothers, as the pioneer heads of the SEDC. As you promoted our brothers, God will also raise you above your imagination.
“We are here to thank you for all you’ve done and show our support to Mr President. Continue the good work. It shall be well with you. You’ve shown capacity, that’s why I said there must be continuity from this ladder to the next.
“We want to meet the President to also thank him. He made our own a Deputy Speaker, gave us SEDC and so many other developments and appointments given to Ndi Igbo.
“We assure him our votes, 70 percent of our votes in the next election. We are promising you we are behind you, keep succeeding. If there’s anywhere you need us to speak, let us know and we will be there. We see all you’re doing. We are with you. May God bless you”.

Deputy Speaker,Rt Hon Benjamin Kalu

In his response, the Deputy Speaker, Kalu according to a release issued by his Chief Press Secretary Levinus Nwabughiogu commended the traditional rulers for their decision to support the President in 2027.
He emphasized that the President’s actions towards the South East region, including the appointment of Igbo sons to key positions, warranted their loyalty.
He said: “The President of the Federal Republic of Nigeria is an example of loyalty and a rewarder of loyalty. He doesn’t forget anything you do for him. If you give him a cup of water, 10 years after, he will remember that you gave him that a cup of water. And he will reward you. You saw how he fought during the election and how we stood for him.
“For eight years before him, Igbos did not occupy any position in the leadership succession ladder of the country. We have not been anywhere for 8 years. They kept telling us that we don’t have votes. Yet he remembered us and gave us Deputy Speaker; gave us Chief of Naval Staff that is controlling the water ways including oil and gas that Nigeria depends on; gave us the Minister of Works.
“And I know with your promise as traditional rulers, we will give him nothing less than 70% of our vote. We will no longer waste our vote, we will invest it not waste it and I’m sure that Mr President will be very happy”.
Kalu also reassured the traditional rulers of the parliament’s commitment to giving them a constitutional role, recognizing their crucial contributions to national unity, peace, and security.
“Let me also inform you that we are fighting and we will give you a place in the constitution of the Federal Republic of Nigeria. We will give you voice in the constitution because you’re doing a lot. Traditional rulers, you’re doing a lot for national unity and national cohesion, for the peace and security of our rural communities. The President also respects traditional rulers so much”, the Deputy Speaker added.

Ahead of the 2027 general election, Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, has called on the National Assembly to expedite action on the ongoing review of the electoral legal framework to ensure timely implementation of reforms ahead of future elections.

Prof. Yakubu made the appeal during his opening remarks at a two-day retreat with the Joint Committee of the National Assembly on Electoral Matters, held at the Marriott Hotel, Lagos, from Monday, April 28, to Tuesday, April 29, 2025.

Reflecting on past electoral reforms, the INEC Chairman recalled a similar retreat held five years ago in March 2020, which contributed significantly to the repeal and re-enactment of the Electoral Act 2010, culminating in the current Electoral Act 2022.

He emphasized the importance of such retreats, noting that they offer a deeper and more focused engagement on electoral matters than conventional public hearings.

“For us in INEC, the coming together of lawmakers, who also have field experience as practising politicians, and the Commission as the election management body, is a positive development for electoral reform in Nigeria,” Yakubu stated.

Highlighting one of the major gains from previous reforms, the INEC boss pointed to the amendment that extended the period between party primaries and the general election to 180 days.

Under the 2010 Electoral Act (as amended), the Commission had just 60 days between the conclusion of party primaries and the conduct of the general election. This time constraint severely impacted our logistics, especially the production and delivery of sensitive materials such as ballot papers and result sheets,” he explained.”

Yakubu disclosed that INEC had initially requested a full year between primaries and elections but eventually accepted the 180-day provision agreed by lawmakers. The adjustment, he affirmed, “was pivotal to the successful and timely conduct of the 2023 General Election, which, for the first time in three electoral cycles, was not postponed due to logistical challenges.”

Additionally, the INEC Chairman celebrated another milestone achieved during the 2023 elections: the complete localization of ballot paper and result sheet production. “For the first time since the restoration of democracy in 1999, not a single sheet of paper for the 2023 General Election was printed outside Nigeria. Everything was done within the country, earning the Commission commendation from the Chartered Institute of Professional Printers of Nigeria (CIPPON),” Yakubu noted with pride.

Continuing the Chairman noted that in its recent submission on electoral reforms, INEC advocated for the amendment of Sections 77(2), 117(1), 132(5), and 178(5) of the 1999 Constitution to provide legal backing for diaspora, inmates, and early voting for essential service workers.

According to the commission, Nigerians working overseas, election personnel on duty during polls, and citizens incarcerated but not convicted of crimes should not be disenfranchised.

Allowing them to vote, the Commission argued, would strengthen Nigeria’s democracy and broaden civic participation.

Interestingly,democracies increasingly recognizes the voting rights of citizens living abroad, stressing that Nigeria must not be left behind.

The call is part of broader efforts to reform the electoral framework following lessons from the 2023 general election. “The right to vote is fundamental,” the Commission said, urging lawmakers to expedite the necessary constitutional amendments to make out-of-country voting a reality by future election cycles.

There have been a growing movement for the inclusion of Nigeria’s diaspora community in the country’s electoral process, with advocates arguing that millions of citizens abroad deserve the right to vote.

Pro-Wike group demands probe of shooting incident at rally, commends security forces

The Pro-Wike group, the NEW Associates, has demanded a thorough investigation of the shooting incident at its rally held over the weekend.

The secretary of the group, Ebilade Ekerefe, applauded security forces for thwarting moves to disrupt the rally by gunmen, adding that their efforts prevented anti-Tinubu forces from having their way.

‘’The Bayelsa State Chapter of NEW Associates recognizes and expresses heartfelt gratitude to the officers and personnel of the Nigerian Police, the Security and Civil Defence Corps, the Department of State Security, the Nigerian Army, the Navy, and the Air Force for their bravery and professionalism.

‘’Their swift actions were pivotal in thwarting attempts by armed groups, aligned with anti-Tinubu and Wike forces, to disrupt the inauguration of the NEW Associates structure and the mega rally in support of President Bola Ahmed Tinubu and FCT Minister Nyesom Ezenwo Wike, held on 26th April 2025.

 

‘’We are glad to single out the exceptional performance and commitment of CSP Chris Nwaogbo, Commander Operation Restore Peace (Puff Adder), and his team at the Bayelsa State Police Command. Through their efforts and a combined team of the military, the criminals were thwarted, and the event was successfully held. We salute the bravery of the various security agencies who went into the bush to confront and dispel the hired armed invaders, thwarting the plans of their sponsors, which were clearly aimed at preventing the event from holding. ‘’

Ekerefe, however, criticised the Bayelsa State government led by Senator Douye Diri for failing to take steps to address threats issued by its supporters against the rally.

It stated that the state government has explanations to offer to Nigerians, especially when the rally was moved from April 12 to 26 because of threats from pro-Diri groups.

‘’We call on the relevant authorities to conduct a thorough investigation to unmask the perpetrators and sponsors of this heinous act of shooting at innocent citizens who had gathered peacefully to support the President and Commander-in-Chief of the Armed Forces,’’ Ekerefe added.
