Exposed:Rivers Civil Servants Verification Exercise Has Uncovered 5,297 Ghost Workers, 6,314 Ghost Pensioners

Sole Administrator of Rivers State, Retired Vice Admiral Ibok-Ete Ekwe Ibas, has revealed that about 5, 297 ghost civil workers and 6,314 ghost pensioners have been uncovered in the onging civil servants verification exercise in the state.

Senior Special Adviser on Media, Hector Igbikiowubo, declaring that only 37,703 staff were verified in the state civil service, against a previous figure of over 43,000.
The statement quoted Ibas to have made the revelation when he met with leaders of organised labour and Local Government Administrators at the Government House in Port Harcourt, on Friday.
The Sole Administrator added that only 19,186 state pensioners were verified, compared to over 25,500, suggesting an excess of 5,297 workers and 6,314 pensioners.
He further explained that only 2,004 local government pensioners were verified out of over 2,600, adding that only 8,000 local government staff have so far been verified across seven LGAs, including Obio/Akpor, Bonny, Etche, and Degema.
He expressed his unwavering commitment to transparency, staff welfare, and the successful conclusion of the ongoing staff verification exercise, emphasising that the timing of the meeting a day before the local government elections was deliberate to underscore the intrinsic link between accountable leadership and effective grassroots governance.
He said, “Tomorrow’s (LGA) elections are an important step towards restoring democratic governance at the grassroots. But leaders can only be held accountable when there is clarity on the human and material resources available to them.
“At the heart of the discussions was the comprehensive staff verification and biometric enrolment exercise initiated to enhance transparency and efficiency across the state and local government workforce.
“37,703 state staff verified, against a previous figure of over 43,000, 19,186 state pensioners verified, compared to over 25,500, 2,004 local government pensioners verified out of over 2,600, 8,000 local government staff verified across seven LGAs, including Obio/Akpor, Bonny, Etche, and Degema.”
Vice Admiral Ibas (Rtd.) who emphasised the necessity of the process, set September 4, 2025 as deadline for the completion of all local government staff verification, vowing to deploy all necessary state resources to meet this goal.
Addressing the issues of gratuity and death benefits, Ibas described the current situation as “deeply regrettable”, revealing that while efforts are ongoing, only arrears for March 2025 have been cleared due to challenges with verified records.
He issued a stern warning following the discovery of an overpayment of ₦117 million in the March schedule, which has prompted an official investigation.
“There must be consequences. Such malpractice is a crime against colleagues whose bereaved families are left in pain and penury,” he declared.
On her part, the Acting Head of the Rivers State Civil Service, Dr. (Mrs.) Inyingi Brown, provided a detailed breakdown of the verification numbers, highlighting the extensive support provided to pensioners, including transport allowances, lunch, and remote participation options for those in the diaspora.
Leaders of the labour unions present unanimously commended the administration for the reforms.
The State Chairman of the Nigerian Labour Congress (NLC), Comrade Alex Agwanwu, expressed delight at the gains of the exercise, noting it has “fostered efficiency, transparency, and professionalism.”
The Chairman of the Trade Union Congress (TUC), Comrade Christopher Amadi, commended the action of the Sole Administrator and specifically noting that the exercise did not disrupt salary payments.
Comrade Emecheta Chuku, Chairman of the Joint Public Service Negotiating Council, admitted to initial worker skepticism but confirmed the exercise was well-executed and aimed at “cleaning up the system by identifying impostors,” ultimately commending both the government and workers for its success.
Concluding the meeting, Ibas assured workers of his continued collaboration with labour unions and appealed to all Rivers people to conduct themselves peacefully during the August 30 local government elections.
“All necessary arrangements have been made to ensure a safe and peaceful election. Please go out tomorrow and exercise your civic responsibility without fear or intimidation,” he urged.

2027: You cannot afford to fail Nigeria, INEC Chairman tells staff

The Chairman of the Independent National Electoral Commission (INEC), Prof. Joash Amupitan, has charged staff members of the commission to work selflessly and uphold the highest standards of integrity, saying the commission cannot afford to fail Nigerians in the upcoming 2027 general elections.
Prof. Amupitan stated this on Friday in Minna, Niger State, during an official working visit and interactive session with the commission’s management and staff at the state headquarters.
Prof. Amupitan, warning staff members against any form of compromise, noted that the attention of Nigerians and the international community—including the African Union and foreign Election Observation Missions—was already focused on Nigeria’s upcoming electoral process.
“Note that you are our ambassadors and you cannot afford to fail. The general election is coming up on Jan. 16 for the presidential and National Assembly elections, and Feb. 6 for the governorship and state Houses of Assembly elections.
“The whole world, not just Nigerians, is looking up to INEC. I just returned from an African Union meeting in Egypt involving all the EMBs (Electoral Management Bodies) in Africa, and everyone expressed their desire to come and monitor Nigeria’s elections.
“So, the whole world is watching us. We must conduct the election in a highly professional manner,” he said.
Amupitan assured staff that the commission was working assiduously to improve logistics, infrastructure, and transport fleets across all state offices ahead of the polls.
“We do not want to repeat the mistakes of the past. My goal is to ensure that we improve on our performance continuously,” he added.
Reflecting on his journey nine months after assuming office, the INEC Chairman reaffirmed his commitment to rebuilding public trust in the commission through transparent, free, fair, and credible elections.
He stressed that the commission’s resolve to build a revitalised INEC capable of earning the confidence of Nigerians could only be achieved through the dedication and integrity of field personnel at the grassroots.
Amupitan announced that while hard work would be recognised and rewarded, administrative misconduct would attract strict sanctions.
“We must learn from the lessons of past elections. There should be no compromise whatsoever. We have decided to introduce rewards for hard work, but if there is any misconduct, there will be serious consequences.
“Work hard, work selflessly, shun corruption, and let us give the Nigerian people what they truly desire,” he urged.
On employee welfare, the INEC chief revealed that the commission has commenced a comprehensive review of staff packages across the country to boost morale and foster optimal performance.
He recalled that when he assumed office, he identified staff welfare as one of the most critical areas requiring urgent intervention.
“We play a pivotal role in ensuring that Nigeria moves into the comity of developed nations. This can only happen if our political system is stable, and that stability depends largely on our independence and performance as an electoral body.
“When I assumed office, I discovered that the welfare package for INEC staff was among the lowest in the country.
“To boost your morale, the commission decided to take this issue head-on. When the results begin to manifest, you will appreciate our commitment,” he assured staff members.
Amupitan also monitored the ongoing Continuous Voter Registration exercise at a centre located within the office headquarters.

Osun Decides: Stakeholders Set for Citizens’ Town Hall to Promote Credible Poll*

As the August 15, 2026 Osun State Governorship Election enters its final 21 days, the Civil Society Network on Election Integrity will convene a Citizens’ Town Hall on the Osun Off-Cycle Governorship Election on Sunday, July 26, 2026.
The Network comprises the Nigerian Women Trust Fund (NWTF), ElectHER, TAF Africa, The Kukah Centre, International Press Centre (IPC), Centre for Media and Society (CEMESO), and YIAGA Africa.
The town hall is a non-partisan platform for dialogue between citizens and key electoral institutions towards strengthening public confidence and reinforcing electoral integrity.
Participants will include election management officials, security agencies, traditional and religious leaders, civil society organisations, youth and women groups, organisations of persons with disabilities, media practitioners and citizens from across Osun State.
Running from 4pm to 7pm at Adolak Event Hall, Osogbo, the Town Hall will feature physical participation by invited guests only and will be broadcast live on ARISE Television, NTA, AIT and the Osun State Broadcasting Service, with livestreaming on the official YouTube channels of participating broadcasters and additional coverage by radio stations, newspapers and digital media platforms.
The Resident Electoral Commissioner for Osun State, Mrs. Olutoyin Babalola, and the Commissioner of Police, CP Ibrahim Gotan will lead discussions on election preparedness and election security. They will be joined by representatives of women and persons with disabilities, while representatives of the Osun State Council of Traditional Rulers and faith-based organisations will deliver goodwill messages.
Citizens participating both physically and online will have the opportunity to engage directly with key electoral stakeholders, interrogate critical issues relating to preparations for the governorship election and advance recommendations to ensure the transparency and credibility of the process.
Chairman of the Planning Committee and Executive Director of the Centre for Media and Society, Dr. Akin Akingbulu, said the Town Hall reflects the Network’s commitment to strengthening electoral governance through inclusive citizen engagement.
“Electoral integrity depends on informed citizen participation, institutional transparency and sustained multi-stakeholder engagement. The Citizens’ Town Hall provides a structured platform for constructive dialogue that strengthens public trust and reinforces collective accountability in the conduct of the governorship election.”
The Co-Chair of the Planning Committee and Executive Director of the International Press Centre, Mr. Lanre Arogundade, said the Network views citizen engagement as critical to safeguarding electoral credibility.
“The quality of an election is determined not only by institutional preparedness but also by the extent to which citizens are able to engage the process in an informed and meaningful manner. This Town Hall provides an accountability interface between citizens and electoral stakeholders, helping to strengthen transparency, public confidence and the integrity of the electoral process.”
The Osun Citizens’ Town Hall builds on a series of citizen-focussed initiatives by the Network across Nigeria. The initiative commenced with a national dialogue on the Electoral Act 2026 in Abuja on March 1, 2026, before progressing to Ekiti State on May 24, 2026 ahead of the Governorship Election of June 20, 2026, the first conducted under the Electoral Act 2026. The Osun edition seeks to consolidate these gains through inclusive dialogue, institutional accountability and informed participation of citizens.

“Both President Tinubu and his inept APC administration should seek more knowledge about good governance and developmental communication,” the statement said, adding that “Government is a continuum. A successor must inherit assets and liabilities.”
Atiku’s office recalled that when the Obasanjo/Atiku government took over in 1999, it inherited a broken, unfunded and non-contributory Defined Benefits Scheme with an estimated liability of over ₦2 trillion, about 25% of GDP at the time.
According to the statement, instead of blaming predecessors, the administration enacted the Pension Reform Act of 2004 and established the National Pension Commission, PenCom, leaving behind a fully funded, privately managed Contributory Pension Scheme when it exited in 2007.
The old Pay-As-You-Go model, the statement noted, depended on annual budgetary allocations that were grossly underfunded. It noted that the system created massive arrears, ghost pensioners, data inaccuracies and bureaucratic delays, while most private sector workers had no coverage at all.
“Under the reforms, the Obasanjo/Atiku government introduced mandatory contributions by both employers and employees into individual Retirement Savings Accounts, RSAs. It also institutionalized Pension Fund Administrators, PFAs, to manage investments and Pension Fund Custodians, PFCs, to safeguard assets.”
The Atiku Media Office said the reforms stopped the accumulation of new un-backed pension debts and created the foundation for Nigeria’s pension assets, which have since grown into tens of trillions of naira. It accused Tinubu of failing to acknowledge that structure.
The statement further said the Obasanjo/Atiku administration laid the groundwork for the liberalization of the economy, including paying off foreign debt and creating enabling environments in banking, telecoms, hospitality and other sectors.
Atiku advised the President to focus on current challenges, adding, “Tinubu should focus on resetting the salient issues of hunger and anger in the land, caused by unabated insecurity, mass youth unemployment, a broken economy and the destruction of our political fabric,” the statement concluded.
