Minister of Education, Dr. Tunji Alausa

Following the take-off of nationwide strike by the Academic Staff Union of Universities, (ASUU) on Monday, the Federal Government has ordered Vice-Chancellors of federal universities across the country to strictly enforce the “no work, no pay” policy against members of ASUU currently participating in the ongoing nationwide strike.
The directive was contained in a circular dated October 13, 2025, and signed by the Minister of Education, Dr. Tunji Alausa.
The circular was copied to the Head of the Civil Service of the Federation, Permanent Secretary of Education, Pro-Chancellors of all federal universities, Director-General of the Budget Office of the Federation, the Accountant-General of the Federation, and the Executive Secretary of the National Universities Commission (NUC).
The Federal Government had threatened to enforce the policy amid the ongoing nationwide strike by the lecturers.
The lecturers on Sunday declared a total and comprehensive warning strike starting from Monday, October 13.
ASUU is currently demanding the conclusion of the renegotiated 2009 FGN-ASUU agreement, the release of the withheld three and a half months’ salaries, sustainable funding of public universities, revitalisation of public universities, and cessation of the victimisation of lecturers in LASU, Prince Abubakar Audu University, and FUTO.
Others are payment of outstanding 25-35% salary arrears, payment of promotion arrears for over four years and release of withheld third-party deductions (cooperative contributions, union check-off dues).
However, in a statement issued by Folasade Boriowo, the spokesperson of the Federal Ministry of Education, the ministry accused ASUU of not being cooperative despite efforts by the government to avert the strike that was declared by the union.
“The Ministers further stressed that the government has continued to prioritise the welfare of university staff and the stability of the academic calendar under the Renewed Hope Agenda of President Bola Ahmed Tinubu.
“According to them, dialogue remains the most effective and sustainable path to resolving disagreements, and government remains open to engagement at any level to prevent unnecessary disruption in the education sector.
“They, however, emphasised that the “no work, no pay” policy remains an extant labour law of the Federal Republic of Nigeria, and the government will be guided by this law should academic activities be disrupted in the nation’s universities. While the government continues to demonstrate goodwill and flexibility, it will not abdicate its responsibility to uphold fairness and accountability in the use of public resources.”
True to its threat, the Federal Ministry of Education expressed dissatisfaction over reports of the continued industrial action by ASUU through the circular despite repeated calls for dialogue, stressing that government would no longer tolerate non-compliance with extant labour laws.
“In line with the provisions of the Labour Laws of the Federation, the Federal Government reiterates its position on the enforcement of the ‘No Work, No Pay’ policy in respect of any employee who fails to discharge his or her official duties during the period of strike action,” the circular reads.
The minister directed all Vice-Chancellors of federal universities to immediately conduct a roll call and physical headcount of all academic staff in their institutions.
He also instructed them to submit a comprehensive report indicating staff members who are present and performing their official duties, and those absent or participating in the strike.
Alausa further directed that salary payment for the period of work stoppage be withheld from those who fail to perform their duties.
He clarified that members of the Congress of University Academics and the National Association, CONUA and Medical and Dental Academics, NAMDA who are not part of the strike, are exempted from the directive and will not face any salary deductions.
The minister also tasked the NUC to monitor compliance with the directive and submit a consolidated report to the ministry within seven days of receiving the circular.
“Please, treat this matter with utmost urgency and a deep sense of responsibility in national interest,” Alausa urged the university heads.

HURIWA faults FG’s hiring of lobbying firm for $9m to ‘communicate Christians protection efforts’ to US*

National Coordinator HURIWA, Comrade Emmanuel Nnadozie Onwubiko

By George Mgbeleke

Even as report emerged that the federal government has hired a lobbying firm in a $9 million contract to assist in communicating its actions on protecting Christians in Nigeria to the United States government, the action has been dismissed as wasteful, hypocritical and a smokescreen. The action has also been termed an effort by the top government official to provide job for the boys which is totally irrelevant and meaningless.

Prominent pro-democracy and civil rights advocacy group HUMAN RIGHTS WRITERS ASSOCIATION OF NIGERIA (HURIWA) said it was nonsensical that the same government that denied that Christians were the targets of attacks genocide by armed Islamic terrorists has decided to fritter a huge chunk of public fund on the meaningless venture to explain to the United States of America what the government is doing for Christians which therefore means that truly the government has now accepted the obvious that indeed Christians are targeted in a well coordinated mass killings by Uslamic extremists in the North of Nigeria.

HURIWA stated that the media is reporting that according to the lobbying contract document filed with the US Department of Justice, Aster Legal, a law firm in Kaduna state, hired the services of DCI Group on behalf of Nuhu Ribadu, the national security adviser.

The agreement was signed by Oyetunji Olalekan Teslim, the managing partner of Aster Legal, and Justin Peterson, managing member of DCI group, on December 17, 2025.

According to the contract details, the American lobbying firm is expected to “assist the Nigerian government through Aster Legal in communicating its actions to protect Nigerian Christian communities and maintaining U.S support in countering West African jihadist groups and other destabilizing elements”.

It was agreed that the contract would be for six months until June 30, 2026, and would be automatically renewed for another six months.

HURIWA which condemned the wasteful gambit of frittering billions of Naira that could have been used to even motivate soldiers waging war on terror in the North of Nigeria, the Rights group said it makes no sense that the Nigerian government wants to explain happenings in the Country that are already well known and extensively reported on the Internet and aired in several global television stations like BBC, CNN, SkyNews, Aljazeera television all of which habe locally based journalists feeding them with happenings in Nigeria.

Besides, HURIWA reminded the government of President Bola Ahmed Tinubu that it is an unproductive gambit to invest such a huge amount of public funds in attempting to sell propaganda to the same American government that is fully represented in Nigeria by their Ambassadors and hundreds of local staff just as HURIWA recalled that even the Congressional team from the USA spent nearly one month recently visiting theatres of terror attacks and generated information from eye witnesses and survivors of the terror attacks in several states of Nigeria.

The Rights group said that even the Congressional group from America that came were met hy government officials which then makes us wonder why we have to spend such a princely sum to educate American government on what government is doing to protect the same Christians that President Bola Ahmed Tinubu insisted were never targeted by terrorists. So who is deceiving who?

“Did President Tinubu and the Senate of the Federal Republic of Nigeria not recently appointed and approved over 68 Ambassadors some of whom would be deployed to the United States of America? So why is the federal government frittering away such a humongous amount to inform the US government about treatment of Christians when representation of the country qualitatively is the core job of Ambassadors? This is an absolute bunkum.

“This Nigerian government deceitfully maintained that Christians were not been targeted by terrorists but at the same time the government has to hire US based lobbying firm to help it explain how it is protecting Christians. So why is the government protecting Christians that the same government said were never targeted for mass killings and extinction by Islamic terrorists? This shows you that the government of Nigeria has all the time been dishonest and untruthful about the situation of Nigerians and mostly Christians in the North facing genocidal killings by Islamic terrorists.
