Disappointed with some infractions that almost marred the just concluded Federal Capital Territory (FCT) area councils election,Chairman,Independent National Electoral Commission(INEC),Prof Joash Amupitan has warned that late opening of polling units will henceforth attract sanction.
This, is as Amupitan also directed Resident Electoral Commissioners (RECs) across the country to intensify voter education, strengthen logistics.

The directive is coming amidst preparations for upcoming off-cycle governorship elections and the 2027 General Election.
Prof. Amupitan gave the charge on Wednesday during a meeting with RECs at the Commission’s headquarters in Abuja, shortly before administering the oath of office to the newly appointed Resident Electoral Commissioner for Abia State, Dr. Chukwu Chukwu-Emeka Joseph.

According to him, only 45 per cent of polling units in the FCT commenced operations by 8:30 am on Election Day, though all units were fully operational by 10:00 am. He described the initial delay as unacceptable and warned that staff found culpable would face sanctions.
Prof. Amupitan revealed that some staff in Kuje Area Council and Kabusa Ward were being queried for logistics failures, while a transporter responsible for delays in Kwali Area Council would be blacklisted.
“Each polling unit that opens late erodes trust. Each staff member who neglects duty diminishes our collective reputation,” he warned.
He disclosed that as of 2:00 pm on Sunday following the FCT election, over 93 per cent of polling unit results had been uploaded to the INEC Result Viewing (IReV) Portal, reaffirming the Commission’s commitment to transparency. He later noted that the upload rate had averaged 97 per cent.
However, he acknowledged that voter turnout, though improved in the FCT, remained low. Participation rose from 9.4 per cent in 2022 to approximately 15 per cent in 2026, with over 239,000 voters casting ballots compared to 148,685 in the previous election cycle.
“No Voter Migration in 2026”
Addressing public concerns over alleged voter migration in the FCT, Prof. Amupitan reiterated that no voter was moved in 2026. He explained that the expansion and decongestion of polling units occurred in 2022 under the Commission’s Expansion of Voters’ Access initiative.
Nationwide, he said, more than 56,000 additional polling units were created, increasing the total from 119,972 to over 176,000. About 6.7 million voters were redistributed from roughly 12,000 congested polling units to 17,000 less crowded ones during that exercise.
the FCT alone, 411 polling units were decongested, with approximately 580,000 voters redistributed to 1,156 units. He stressed that the adjustments were administrative measures designed to ease accreditation and voting by splitting polling units with over 1,250 voters into voting points within the same premises.
He disclosed that text messages and emails were sent to affected voters ahead of the FCT election to help them locate their polling units using the Commission’s online Polling Unit Locator.
He also condemned the invasion of collation centres in Kuje and Kwali Area Councils by thugs during result collation, though he noted that the situation was brought under control and final results were collated without disruption. He commended security agencies for maintaining order throughout the voting process.
The INEC Chairman said the Commission had introduced additional safeguards to the Bimodal Voter Accreditation System (BVAS) to curb manipulation.
He explained that presiding officers are required to upload images of completed Form EC8A to the IReV portal and directly input party scores into the BVAS device. The system performs internal validation checks to ensure votes do not exceed accredited voters, figures are mathematically consistent, and over-voting is automatically flagged
Addressing viral allegations concerning a polling unit in Yangoji Ward, Kwali Area Council, where a party was reported to have scored 1,219 votes despite having 345 registered voters, Prof. Amupitan said investigations revealed the discrepancy resulted from a clerical error during score entry by the presiding officer.
He clarified that after a recount in the open, the correct figure of 121 votes was recorded and properly reflected at ward collation. The FCT REC subsequently issued a public statement on the incident.
He cautioned that Nigerians are scrutinising the Commission closely. “There is no room for error or excuse in this crucial process,” he stated.
Prof. Amupitan also informed the RECs that a new Electoral Act 2026 had been enacted after INEC had issued a Notice of Election on February 13 under the old law. He said the Commission would revise the timetable for the 2027 General Election to align with the new legislation.
He announced that a comprehensive voter register revalidation exercise would soon commence to further sanitise the register ahead of 2027. Meanwhile, the second phase of the Continuous Voter Registration (CVR) exercise, which began on January 5, 2026, will run until April 17, 2026, with the full CVR cycle concluding on August 30, 2026.
The Chairman urged RECs to institutionalise post-election reviews, conduct internal audits, assess logistics timelines, strengthen voter sensitisation strategies, and enforce discipline among staff.
The meeting also featured the swearing-in of Dr. Chukwu Chukwu-Emeka Joseph as Resident Electoral Commissioner representing Abia State. Prof. Amupitan congratulated the appointee, describing the role as both a responsibility and an opportunity to strengthen public trust in the democratic process.
“As you embark on this second term, remember that your role is not just about overseeing elections but about fostering trust in our democracy,” he said.
He charged all RECs to return to their states with renewed commitment, vigilance and a clear message to staff that “excellence is not optional; it is mandatory.”
The meeting was attended by National Commissioners, members of the Executive Committee of the Forum of State Independent Electoral Commission of Nigeria (FOSIECON), and senior officials of the Commission.

Having failed severally to appear before Senate Committee on Public Accounts for explanations on yet to be accounted N210trillion in the audit reports of Nigerian National Petroleum Company Limited ( NNPCL), from 2017 to 2023, its immediate past management , reached out to the committee on Wednesday.
The Committee led by Senator Aliyu Wadada Ahmed ( Nasarawa West), however , threatened to issue warrant of arrest against the Group Chief Executive Officer of NNPCL, Engineer Bayo Ojulari , if he fails to appear before it on May 13, 2026 , rescheduled for another investigative session with the affected officers .
At the session on Wednesday, the immediate past Chief Finance Officer of NNPCL, Umar Ajia was physically present and handed copies of the audit reports containing queries on the unaccounted N210trillion after being put on oath .
Though the immediate past GCEO of NNPCL, Mele Kyari and former Chief Upstream Investment Officer , Bala Wunti , did not attend the session physically but reach out to the committee on phone about their readiness to appear before it .
Kyari as disclosed by the Committee Chairman , called him before the session while Wunti called Senator Abdul Ningi ( Bauchi Central) , that he would surely make himself available at next sitting of the committee .
Earlier at the commencement of the Session , the Chairman of the committee frowned at the letter written to the committee by current GCEO of NNPCL, Bayo Ojulari used to explain his absence .
He pointedly told the Chief Relations Officer , Morenike Adewumi who signed the letter dated 29th April 2026 , the very day of the session that , if Ojulari fails to appear on 13th of next month before the committee by 3:00pm, warrant of arrest would be issued against him .
” Ojulari must appear before this committee at the next session , failure which will lead to his being brought before us by force “, he said .
Also expressing his displeasure on repeated failure of Ojulari to appear before the committee, Senator Adams Oshiomhole ( Edo North ) said it was totally disrespectful for the NNPC GCEO to present a letter signed by his subordinate for explanation on his physical absence at the session .
” What cannot be explained must be deemed to have been stolen . It is totally disrespectful for the NNPCL GCEO , to send a letter signed by his subordinate to this committee for explanation on wilful absence .
” He needs to be put to where he belongs because If there is no Nigeria , there can be NNPCL , let alone its GCEO”, he thundered .
The committee consequently sent the Chief Relations Officer, Morenike Adewumi and Financial Controller , Tajudeen Kareem to Ojulari on the need for him to appear before it unfailingly on the 13th of next month .
It also directed the two officials to make available, copies of Audit reports of NNPCL to Kyari and Wunti before the next session .

The Social Democratic Party (SDP) has faulted the Independent National Electoral Commission (INEC) for uploading from its website the name of its expelled former National Chairman, Shehu Musa Gabam as the party’s National Chairman, categorically noting that Dr Abubakar Sadiq Gombe remains SDP authentic National Chairman.
Making this declaration at a Press conference held at the party’s National Secretariat on Wednesday in Abuja, National Chairman, Dr Abubakar Sadiq Gombe said INEC presumably erred in uploading the name of his predecessor,Shehu Musa Gabam who was expelled by the highest organ of the party NEC based on gross financial misappropriation and malfeasance.
He said,”As a matter of fact, Shehu Musa Gabam is no longer a member of the Social Democratic Party, having been duly expelled from the SDP, and the expulsion was formally ratified by the NEC of the party on March 9, 2026, having being earlier suspended on 24 June 2025, for gross financial misappropriation and malfeasance, investigated by a duly constituted Panel of Enquiry, and found guilty and reported to the Police.
“He was later expelled from the Party on 23 October 2025, and his expulsion was ratified by the Party’s National Executive Committee (NEC) at its meeting of 9 March 2026, which was monitored by INEC Team.
“The SDP will not join issues with an expelled member, more so, considering that Shehu Musa Gabam is facing criminal proceedings for his misappropriation of our party’s funds and for gross abuse of office.
On the preparation for 2027 election, the Chairman declared the party guidelines for the 2027 general elections, saying “we are starting Our Congresses from the 1st day of May to 5th starting with the Ward Congresses,state Congresses, Zonal and rounding it up with National Convention which is going to take place on the 9th of May at Abauchi state.
The party he said will sale forms for governorship, State Assemblies,House of Representatives and Senate and lastly Presidential election.
On the resolution of the opposition parties to present a common presidential candidate to contest the 2027 election, Dr Gombe said SDP will present it own presidential candidate independently, noting that has taken that decision and is working for its realization.
“The party is set to go into the 2027 general elections noting that the party has been busy with preparations for 2027 elections. We will not be distracted by whatever. We are focused, our eyes are on the ball and nothing more.
He noted that internal issues of political parties should be the responsibility of the party to take care off. “Parties should be allowed to handle its internal affairs and we are fully incharge of our internal affairs.We are set and not distracted.”
Meanwhile, former deputy governor of Nasarawa State who doubled as former Minister of Information, Ibrahim Maku who came into the venue of the Press Conference identified himself as a member of the party congratulated the leadership of the party for standing tall despite all distractions.
He assured the leadership that Nasarawa State will embrace the party enmass and give it all support in the girthcoming general elections.
